The Ranks thread is a pretty dead horse, not worth restating until a new
idea turns up.

But Miles' & Ivan's discussion of Galeni's rapid promotion to "Captain" in
BiA and Galini's later promotion from Captain to Commodore in Memory/ACC
don't really match this.

One suggestions was that Captain in Navy track covered three pay grades in
Ground Track (Captain, Major, Colonel) hence Miles asking Galeni "Is this a
promotion?" [Memory] when Galeni must be still wearing the same rank tabs
as when he last saw him which was apparently on Komarr.
