One thought is to try a different firewall.  Try ZoneAlarm. 
ZoneLabs/Checkpoint has a free version that works very well.  You can 
set up your network as "Trusted", but traffic to/from the internet is 
still treated as separate, and dangerous.  Each program that 
communicates with the network must be vetted by you, but that is 
generally an item that needs doing only once.  It will nag you 
occasionally when a program is updated, as it regards the change as a 
possible security risk.  But it works well, and the price is right.  The 
free version is simple to set up and use, and I have been using it for 
years without issue.
