I could see such a character in the later stages of the Cetagandan 
occupation - say, in a city which is sullenly but firmly under Ceta 
control, perhaps in Vordarian's District. There would be many who 
would be reluctant to trust the "legitimate (Ceta) authorities", and there 
could easily be a netherworld - part Resistance, part Mob, and can you 
really tell the difference? - to provide material and backdrop for good 
noirish stories.
