Cellulose is cheap, but I think has a low R-value.  I would personally 
go with option b/2: Remove insulation and add batts.  Is reasonably 
priced and can done by fairly unskilled labor. Cellulose is not extra 
flammable; it has been treated to reduce flammability.  It is an example 
of reuse, reduce, recycle, if you are feeling green, as it is made from 
old phone books and newsprint.
