There are a few.  InCD (Nero) is one.  Packet-writers are those programs 
that let you write to the CD as if it were any other kind of disk, such 
as a floppy.  This can be handy, or even necessary for some 
applications, but the receiving device needs to be running software that 
  knows about the packet-writing formatted disk.*  Most DVD players don't.
