Rivers don't dry up because they are dammed and used for 
hydroelectricity.  They dry up because they are used for irrigation; 
spread over thousands of acres of land, and evaporate.  I believe the 
Colorado river is the prime example.

I don't know whether the maximum use of rivers for hydroelectricity 
has happened in the USA or not.
