As discussed in one of the relevant threads over at Baen's Bar, the default
Windows installation hides files extensions, which stops you from changing
them.
You may need to tell the file manager part of "Explorer" / "My Computer " not
to hide file extensions.
It varies between Windows versions, in XP,
Tools > Folder Options > View >
In the Advanced settings, ensure that "Hide file extensions for known file
types" is NOT ticked.

As also discussed over at Baen's Bar, I gather that the old format is 'broken'
for people using the most popular new hardware and software.
