As Frank says, I only get the icon when I windows thinks I have a 
hot-plug device installed.  However, that's all the time nowadays, as my 
hard drive is SATA, which is hot-plug, even though you can't unmount the 
C: drive.

Try:

<right-click Start Menu>
<Task Bar Tab>

(under Notification Area:)
<uncheck Hide Inactive Icons>
<click OK>
