Windows just hides non-active system tray icons. It doesn't 
remove them altogether. To show them again, you should just have 
to click on the little double-arrow icon on the left side of the 
system tray. Windows hiding non-active icons wouldn't make the 
device manager empty in any case. The device manager being empty 
is a sign that plug and play isn't working, which would prevent 
Windows from properly handling removable devices, presumably 
resulting in the icon to remove them never showing up to start 
wtih.
