Indeed and that is precisely a method of marking what's quoted.

They *have* it but have never been taught to use it and have not discovered
it by self-study.
On another list's web board right click & paste is unavailable (browser
security to prevent javascript doing naughty things) and it is pretty clear
that many users have never heard of Ctrl-C, Ctrl-V.
