[LMB] AKICOTL: perception with blind spaces

One story or book I read decades ago intrigued me a lot and I'd like to find
it.

The main character was a guy with perception in a world where other people
had other talents.

Perception was blocked, though, in areas that seemed like blank or dark
areas.  Businesses would locate their headquarters in these
perception-dead-zones to prevent perception talents from reading their
secrets.

My teenage-boy attention was captured by a few lines where the character
noted that a woman who'd just gotten into his car had on no underwear.  (My
old-guy nature no longer cares about that scene but would like to read the
rest of the story.)

There was a good plot with chases and adventures.

Can anyone recognize this work and guide me to it?
