I've never seen a really placid Heeler (not in NZ anyway) Your sister is a very lucky woman! 
My current dog, Monkey, is hyperactive and only beginning to settle down at nearly 4. She once leapt from the car window at something that caught her attention (Note to self: never open the windows more than half) and I live in fear of her pursuing a tennis ball (her natural prey) under a motor vehicle. It has taken 3 rounds of Dog Obedience, 4 years of unceasing vigilance and effort and constant revisions of the maxims of Cesar Millan to get as far as we have.
