I am reminded of the (apocryphal?) tale of the company
in Milwaukee who painted "The ????? Company welcomes
you to Milwaukee" on their factory roof and were
threatened with prosecution under a 1920s law forbidding
advertising between ground and air (aimed a loudspeakers
in aeroplanes).
Their request that the law be clarified resulted in a
statement that mention, in any way, of a company was
"advertising" and forbidden but that anything else,
including a simple welcome, was allowed.
Their request that the law be repealed as no longer
necessary was initially rejected, but a few weeks later,
after they had changed their message to an entirely legal
one, was reconsidered and the law repealed.
The new message simply read "Welcome to Cleveland".
