I don't think there was such a law in Texas, but these weren't ads,  anyway.  
They just featured the name of the town in large letters, and were  painted 
and maintained by the Civil Air Patrol.  There were a lot of  student pilots 
around--not only private pilots, the Naval Air  Station in Corpus Christi 
scheduled training around the  area.
