The "cute" products used to be adware/malware/spyware.  I haven't used 
them for years for that reason.  Are they okay now?  Anyway, beware!

There do exist tons of programs that will install as a printer driver 
and allow you to create a PDF file from any program that you can print 
from by just choosing the PDF program as your "printer".  It's a good 
idea, wish I had thought of it.

If you are stuck with Microsoft products, MS has an add-on for Office 
2007 that will do the same thing.  To appease Adobe, they didn't build 
it directly into Word.  Just as well.  Look for it on MS's website on 
the downloads pages.  You bring the .jpg into a Word Document, and print 
to PDF.  Bingo!

PaperPort, the image organizing program, has gone PDF crazy.  If you 
have access to it, you can use it.

Some versions of Photoshop can do it.
