For now, your sister should be fine. I'm in Michigan, and it's been comparable to weather in Williamsburg in April (based on our trip last month). Based on weather here, she should be fine until around September or October. Then she'll be wanting sweaters/sweatshirts to layer with long sleeved tops (my kids tend to wear t-shirts with fleece jackets for the majority of the fall and spring). When colder weather hits, the parka will probably be useful, as will things like hats, scarves, gloves (thinsulate linings are good), boots (preferrably lined and waterproof: there's nothing quite like stepping in a bank of slush), and a shovel (for snow). If she's thinking of doing any outdoor activities during the winter (skiing, snowboarding, etc.), snow pants are fairly useful, and will help keep her warm.
Moving in the spring/summer should give her a bit of time to get acclimated. It's not too hard to get used to it, especially if it's not a drastic change (if she were moving in the middle of winter, it'd be harder).
