Amy is looking for cold-weather clothing advice for her sister ...
I would die on the street on my bike in Toronto in March without 
polypropylene longies. And TO is nowhere near as cold as the Twin 
Cities. She should invest in a good set or three, unless she plans on 
spending the entire winter indoors.
