I think that if the Empress of Barrayar says "jump", the servants (or soldiers or the members of the general population) will jump.  No covert manipulation necessary.  She says, "Build me a city," they build her a city.  She says, "I'm going to create another hospital," and a hospital is created.  That's direct power.
