I'm betting that it's true -- but obscure. It is, however,
a logical sop to the Counts when the rest of their power was
being broken. Since they used to be much more self-ruling,
apparently, barely paying lip-service to the Emperor, having
their city estates be like an embassy's just makes sense... 
Note how Miles calls after that they'll transport Enrique around
in the "embassy" car, too.
