I find that rarely are people pure evil, and that many people with 
negative jobs do positive things to mitigate their karma. Bear is a 
great example of this. He and his unit take donations of fluffy 
critters, school supplies, stickers, and candy and gives them out to the 
kids  in the towns the go through.

Just don't shoot at them as they *will* shoot back. Whether 'police 
actions' in foreign countries are evil or not is not under discussion 
here, just like Vagan they are doing a job for their government.
