Not so.  In "Shards of Honour", Aral has a Political Officer on his ship. 
Come to think, it was a Political Officer that ordered the Solstice 
Massacre, and got himself murdered by Aral for it.

However, Barrayar-GRU was wiped out by some carefully staged "civil unrest" 
between "Shards" and "Barrayar", when Ezar decided they were getting too big 
for their boots.
