So I'm reading a closed beta for a friend's sci-fi story, with the
hero traveling to his friend's homeworld to discover the fate of the
friend's family.  It's a company town that has now been invaded by a
race of genetically engineered lizard warriors to take advantage of
the shipyards there.  So they brutally invade the defenseless civilian
facility and...

...build shiny new housing domes for the workers, a free clinic and a
playground for the kids.  Of course given the previous company's
personnel policy could be defined as "Victorian cola miners had it too
easy" the only way to go was up anyway.

Presumably the Cetas actually did do a lot of infrastructure building
on Barrayar (spaceports for one) but if they had payed attention to
stuff like that, perhaps the Barrayaran resistance would have had a
much harder time.
