Or put another way:

France had a working elective Estates-General, then it didn't for 180
years, then it did and there was the French Revolution, with a
population of 25 million and no instant communications.

Over the same period, England had a mostly waxing Parliament, including
beheading one king and a Glorious Revolution.

Similar population size, similar economic and technological levels.
Hard to believe that the absolute monarchy France went through was something
inherent to its conditions, rather than how the politics happened to
play out.
