  Andrew: There are council estates two streets away from the Houses of
Parliament.

LMB: Speaking of British housing terminology, "council estate" baffles
me. It sounds as if it ought to be something quite glamorous.
Orwellian Newspeak again?

> Ta, L

As noted, the key word is 'council'

http://www.lyriczz.com/lyrics/lonnie-donegan/16661-my-old-man%27s-a-dustman/

Oh my old man's a dustman
He wears a dustman's hat
He wears cor blimey trousers
And he lives in a council flat
==

Or do I have to translate dustman as garbage man or sanitary engineer ?

Note that since the Blessed Margeret's "right to buy" even 'social housing'
will have interlaced privately owned homes.
