We should note that the process had started earlier, with the various
things that had been going on during the New Deal and World War II under
ObBujold: how far back did the various "progressive" movements in Barrayar
go? Dorca's time? Yuri's? Ezar's? Sometimes you don't notice things
until they've already grown a long way from small foundations.
