In fact, it has all the backstory it needs right there in the novel - all we need to know about any of the characters. It actually works very nicely as a standalone.

I vote for Cetaganda. It is relatively self-contained, has an exciting single-focus plot, and needed world-building/backstory wouldn't be hard to fit in.
