Actually, there is a Lieutenant Commander in post-Barrayar times.
(excluding Aristede Vorkalloner since he's SoH)

The mention is in The Warrior's Apprentice, Lt Commander Tarski. He's the
fellow Baz Jesek remembers when Miles asks him if there was ever a
commander who everybody hated but was always right. He smoked cigars and
left ends on the floor. (chapter 10)
