Depends on the flying car tech used.

plane: needs a minimum speed to stay aloft, will crash into trees.

helicopter: needs space for its rotor, will hit trees with the blades

ducted fans (like VTOL): just as flexible as a car, plus can hop over
fallen logs.  Cost: crazy high energy use.

(Of course all three can fly *over* the forest, but you said in.)

antigravity: can do whatever the author wants, including hovering or
moving slowly, for arbitrarily small amounts of energy use.

Lois's lightflyers use antigravity.  (And the "groundcars" are
apparently hovercraft, not wheeled, according to Karen's wiki.)
