Important distinction:  Barr is guilty of a moral and ethical failing (we
can argue about precisely what kind), but he has committed no crime in the
legal sense.  Farmer law, to the degree that there is any, doesn't seem to
know anything about beguilement in any sense, from the true mind compulsion
to ground imbalance to the quasi-Spanish fly thing Barr tried and seems to
have succeeded at.  Likewise, Barr didn't violate any Lakewalker laws, he
violated Lakewalker rules, which is a rather subtler matter in many ways....

Gwynne: If it did come to any kind of public reveal, Bluebell would be
condemned more than Barr. Barr's own people would be disgusted, and
impatient with him for being so thick and careless. Farmers would assume
he'd used evil sorcery on her. But Bluebell would be widely blamed for
being a cheap floozy for flirting with Lakewalkers at all; '...a NICE girl wouldn't
have put herself at risk in the first place. And since everyone KNOWS that
Lakewalkers are evil sorcerers, she should have kept clear. It was all her
fault, good girls don't go near Lakewalkers...'
