This is one of my favorite tropes (love Modesty!) so thanks very much for
mentioning Raffles. I've downloaded the first short story collection.

I can't seem to remember many such characters, at least as main characters.
The most obvious one is the Hustle TV-show where a group of con men often
steal from outright criminals.

Also "the Heist" by Janet Evanovich and Lee Goldberg where one of the two
main characters is a con man and the other an FBI agent who together catch
bigger criminals. It's the first book in a series.

Oceans eleven came to mind but I don't think Terry Benedict was actually a
criminal? Even though he acted like a some sort of mob boss.

Also, it depends on how you define "criminal". If we go with vigilante,
then any super heroes who are former criminals might qualify. :) At least
the X-Man Gambit seems to be still the head of New Orleans' thieves guild.
The Black Cat sometimes steals from criminals. On DC's side we got Catwoman
who also sometimes steals from the criminals, although by no means
exclusively.
