As mentioned, some countries scale fines to income or wealth.

Donald Shoup suggests a different approach to parking fines:
exponential, doubling with each offense.  This would allow for a few
violations for people who really need to park illegally to get a woman
in labor to the hospital, or whatever, and rich people could afford more
violations, but not even billionaires could get away with regularly
being a scofflaw.

(Full proposal for a regime change was warning on first offense, then a
base fine on second, and doubling with each offense.)

Of course, parking violations are just annoying.  Speeding raises the
chance that you will *kill* someone.  I love when drivers insist that
"bicyclists have to obey the law" when pretty much all those drivers
regularly break the law when convenient.
