In which case the young man is hoping to attract attention and negative
regard, and should reasonably consider increased notice by police to be an
inadvertent compliment.

I would be disappointed if black youths wearing trashy clothing were
stopped more than white youths wearing trashy clothing, but not surprised.
Especially if there were relatively few black families in the neighborhood.
