Werner Kemplerer had a condition for accepting the Klink role; Klink _had_ to lose to Hogan every episode. He _had_ to be a buffoon; not a capable officer.
Werner's father had escaped in the early 30s; bringing his family with him. Werner was old enough at the time to understand what the NSADP was, and their aims; there was no love lost between the family and the Party.
