Quite true.  But his intelligence informs his goodness and courage.  Take
"Orphans." A lot of good men would have either died bravely fighting for
the girls, or given up after the first beat-down and wallowed in guilt.
Penric completely got it that dying for them was not good enough.  His duty
was to keep all three of them safe until he had a clear path to get them
*all the way* to somewhere civilized.
