Indeed. They've managed window glass, but it's quite expensive. And if
you don't know about lenses, how would you stumble onto them? IIRC the
ancient Greeks had the mathematics to describe lenses, but that's been
long-lost in the WGW, and no one's had the leisure to re-discover the idea.
The entire setting is concerned with the applied sciences, the theoretical
hardly at all. The Romans had excellent glass-blowing skills - why didn't
they have eyeglasses? Much the same reason.
