For railways, you need steel or iron in large quantities, for the rails and the trains, lots of water, a large supply of burntables to feed the boilers.
And a lot of organization, to keep everything supplied.
With Dorcas' breaking the power of the independent counts, everything was present for a real industrial revolution.
