On the entire subject of Planetary Colony development, the people over at Atomic Rockets (Space Travel as Heinlein intended!) just added a section on 'how does a colony Develop?"

This should answer most of the questions anyone has on the subject...

Herself has said that Barrayar was on the edge of many mid-tech items at the time of the relocation, including a wider use of steam power.
For railways, you need steel or iron in large quantities, for the rails and the trains, lots of water, a large supply of burntables to feed the boilers.
And a lot of organization,  to keep everything  supplied.
With Dorcas' breaking the power  of the independent  counts, everything was present for a real industrial revolution.
