I think that lunar smelting is likely to involve both.  Concentrated
sunlight to melt the ore, giving an electrically-conductive liquid,
which could then be smelted by electrolysis.  The modern-day smelting
of aluminum from bauxite has some similarity to this already, though
the bauxite is dissolved in solution with cryolite and the heating is
done electrically, and there are some other complications regarding the
electrolytic reactions.
