In the EU, in some countries you can participate in local (as opposed to 
state) elections even as a resident.

So you would vote for your local council in the country of residence, 
and for your state-level MPs and MEPs in the country of citizenship.

Not what you asked, I know, but I felt it was interesting, none-the-less
