WoG is that Oliver's character was always written with that in mind, but
that as we only see things through Miles' eyes, it never came up.

A broader perspective of the books demonstrates that they begin and end
with Cordelia and Aral.  And Aral was established as being bisexual all the
way back in the very first novel.  It's not surprising that a male lover
would end up appearing in his story, especially as Cordelia was so
encouraging.
