Part of the duties of a Count's Voice seems to be making a record of criminal and civil activities 'to Inform the Count'.
Hence, the local voice would record (and remit to the district capital) birth,s deaths, marriages, divorces and such.

Gwynne: We see some of it in CVA and it also gets a mention in Komarr
and a few other places; there have to be reasonable grounds, which are the
same for each partner (at least in Vorpatril District, but from Ivan's reaction
and explanation it sounds as if that's pretty much the same in all Districts.)
Sons go to the father, daughters to the mother, in general. Vor would
return any dowry or other family property to the wife; or some reasonable
support payment. As for proles, their rules probably follow the Vor system.
Only with less property to divide.

There doesn't seem to be much condemnation of divorce - Donna bounces
through a few and keeps her place in High Vor society.
