yes .. but an explosion with shock wave might be something that is 
desired in some terraforming scenarios (for example if you want to knock 
down a forest)

and if you want to use radiation without a shock wave, you would use 
unshielded reactors - this would also have the advantage that you could 
irradiate a target area longer, delivering a much larger total dose
