It's done on the same basis as recognition between the US states, where
requirements vary.

And to a limited extent - where it matters, if you don't have a
state-authorised document, it doesn't count.

Nations that allow polygyny tend not to have second or subsequent wives
recognised as legally married when visiting nations that don't.

But as it's generally not a thing any longer to require proof of
marriage to allow sharing of a hotel room, say, there are fewer
occasions where it matters, unless it pertains to immigration or
inheritance.
