I’ve read (I don’t vouch for anything that I haven’t either personally witnessed or seen in many diverse places.) that the custom of placing cups and glasses upside down with their rims against the cabinet shelf, started in the 1930’s during the dust bowl on the East coast of the US.

Dust can travel a heck of a long way; we sometimes get weird weather in
the UK due to dust from the Sahara.
