Hah, answered my own question. The existence of the line indicates that 
the app related to the function is operating and the app that has the 
current focus has a much wider line than the other apps on the taskbar. 
I do not see the utility of this, though.

Is the length of these lines proportional to the amount of use each of the apps gets? Or what else might it represent?
