That's the point: he didn't need to. He could just point at here and say 
"nobody will speak to hear again. She doesn't even own the clothes on 
her back", and he had the power of his father's Countship and the 
constabulary behind him to make it stick.

When you have a stick that size, there is no need to shout.

And yes, some people are more likely to rethink their words if one 
points out that they are ignoring the rules and behaving like a petulant 
child. Other seize on it and claim this makes them an innocent victim of 
a despicable personal attack.
