I don't think it's actually skipping beats, it's just that in dactylic
meter you are expected to use a few spondees instead of actual dactyls.

It happens in Latin: "AR ma vi / RUM que ca / NO TROI / AE QUI / PRI mus ab
/ OR IS"

And it also happens in English: "STAND LIKE / DRU ids of / ELD WITH / VOI
CES / SAD and pro / PHE TIC"
