Klingon sure. Sindarin I doubt. Related to the Lord of the Rings
movies, I read somewhere that there are about 300 people in the world
who could be considered "fluent" in speaking Sindarin and can read and
write it. The movie production had to recruit some.

There are many people who have memorized a few phrases and have
terrible pronunciation, I understand.
