The government could run a child birth lottery. Larry Niven's "Ring-world"
had a character who was descended from a line of lottery winners as a
attempt by the Puppeteers (a advanced alien race if your unfamiliar with
the Known Space Universe)  to breed lucky humans.  It back fired on them.
